2、izationCompetitiveIntelligenceandInformationEconomyDegreeMasterofAdministrationUniversityXiangtanUniversityDateJune4th2018摘要隨著我國(guó)智慧城市建設(shè)的推進(jìn)，各地區(qū)掀起了一股建設(shè)智慧城市的熱潮，然而因?yàn)槲覈?guó)智慧城市建設(shè)尚未發(fā)展成熟，還處于開(kāi)始階段，目前在建設(shè)過(guò)程中，大部分城市建設(shè)相似度高，缺乏個(gè)性特色點(diǎn)，并沒(méi)有因地制宜結(jié)合城市特色來(lái)構(gòu)建智慧城市。而智慧城市建設(shè)的重點(diǎn)工作是信息化建設(shè)，統(tǒng)一智慧城市信息化建設(shè)水平評(píng)價(jià)指標(biāo)體系，選取科學(xué)的評(píng)價(jià)模
3、型和方法必然是智慧城市信息化建設(shè)各方關(guān)注的核心，在定量測(cè)度建設(shè)水平的基礎(chǔ)上，要合理發(fā)揮本身的資源特點(diǎn)，革新建設(shè)發(fā)展模式，建設(shè)可持續(xù)的特色智慧城市成為智慧城市的關(guān)鍵問(wèn)題。首先，本文對(duì)國(guó)內(nèi)外智慧城市、城市信息化建設(shè)相關(guān)文獻(xiàn)研究進(jìn)行分類(lèi)梳理，介紹了智慧城市信息化建設(shè)水平測(cè)度研究的背景與意義。闡明了智慧城市、信息化和測(cè)度的概念內(nèi)涵，介紹了智慧城市信息化建設(shè)水平測(cè)度的理論內(nèi)涵，分析了智慧城市信息化建設(shè)的五個(gè)基本要素內(nèi)涵。其次，分析了指標(biāo)體系的構(gòu)建原則，闡述了智慧城市信息化建設(shè)水平測(cè)度指標(biāo)體系構(gòu)建的影響因素，在此基礎(chǔ)上從信息基礎(chǔ)設(shè)施建設(shè)、公共信息服務(wù)水平、經(jīng)濟(jì)增長(zhǎng)水
4、平、信息產(chǎn)業(yè)水平、信息環(huán)境水平五個(gè)層面構(gòu)建多維度多層次的智慧城市信息化建設(shè)水平測(cè)度指標(biāo)體系，并對(duì)指標(biāo)進(jìn)行解析。再次，介紹了智慧城市信息化建設(shè)水平測(cè)度模型的選取依據(jù)，進(jìn)而構(gòu)建基于灰色關(guān)聯(lián)度-BP神經(jīng)網(wǎng)絡(luò)的智慧城市信息化建設(shè)水平測(cè)度模型，闡述模型算法的步驟，從而對(duì)智慧城市信息化建設(shè)水平進(jìn)行系統(tǒng)合理的測(cè)度評(píng)價(jià)。最后，選取13個(gè)智慧城市為研究樣本，使用MATLAB統(tǒng)計(jì)軟件對(duì)樣本數(shù)據(jù)進(jìn)行訓(xùn)練學(xué)習(xí)，對(duì)智慧城市信息化建設(shè)水平進(jìn)行測(cè)度。根據(jù)智慧城市信息化建設(shè)水平現(xiàn)狀從不斷完善智慧城市信息基礎(chǔ)設(shè)施建設(shè)、調(diào)整產(chǎn)業(yè)體系、創(chuàng)新管理機(jī)制、打造創(chuàng)新型人才隊(duì)伍四個(gè)方面提出智慧城市建設(shè)
