3、ntries,onequestionremains:canChinausethesewesternexperiencesandtheorieswhichgrewfromdifferentsoil?Thegoalofthisarticleistoinvestigatethetheorybasisofthewesternclusterstudiesandclusterpolitics,hopingthatsometipscouldbebroughtouttotheclusterresearchinChina.First,theor
4、igin,developmentandemphasisoftheclusterconceptsfromPorterschoolandOECDschoolarereviewed.Thentheconditionsfortheoriginandthedevelopmentofthecluster,thelifecycle,mechanism,dimensionandtypeoftheclusterasindividualinvestigatingelementinthestudiesofclusterareanalysed.The
5、conceptsoftheclusterpoliticsinindustrialcountriesandthecriticismoftheseclusterpoliticsarealsodiscussedinthisarticle.Incontrasttothenumerousliteraturesabouttechnologicalinnovationregionsinindustrialcountries,itseemsthatthetheoreticalandempiricalinvestigationsaboutthe
6、innovationsystemsandclustersindevelopingcountriesarerare.Soitishighlyrequiredthatmodifiedtheoriesaboutclusterandclusterpoliticsfromthewesterncountries,whichfitdevelopingcountrieswell,shouldbedevelopedsoon.Fortheconclusionofthisarticle,theauthorswouldliketopointoutth
