2、正日益凸顯。城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金穩(wěn)定、持續(xù)、健康發(fā)展，有助于完善我國(guó)現(xiàn)有的醫(yī)療保障體系建設(shè)。長(zhǎng)期以來，醫(yī)?；鸬闹Ц秵栴}一直都是基金平穩(wěn)運(yùn)行的重中之重。近年來，隨著人們生活水平的提高、老齡化進(jìn)程不斷加快，人們對(duì)醫(yī)療保障的需求不斷增加，城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金的支出呈逐年遞增的趨勢(shì)。如何認(rèn)清基金支付中存在的問題，保障基金的有效使用，同時(shí)控制基金的超限、超額使用，是現(xiàn)階段醫(yī)療保險(xiǎn)基金支付管理中的首要任務(wù)，也是我國(guó)醫(yī)療保險(xiǎn)制度完善健全的重要工作。本文回顧了國(guó)內(nèi)外醫(yī)療保險(xiǎn)基金支付的研究情況，界定了所用到
3、的相關(guān)概念。通過闡述我國(guó)城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金支付的現(xiàn)狀入手，對(duì)泉州模式的現(xiàn)狀、發(fā)展做了系統(tǒng)的闡述，對(duì)泉州市現(xiàn)有基金支付模式進(jìn)行效果分析；同時(shí)還對(duì)泉州市城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)的配套政策——國(guó)家公務(wù)員醫(yī)療補(bǔ)助和商業(yè)醫(yī)療保險(xiǎn)進(jìn)行分析研究，剖析泉州市城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金支付存在的問題。在此基礎(chǔ)上，分析國(guó)內(nèi)外先進(jìn)的基金支付模式，通過借鑒國(guó)內(nèi)外先進(jìn)的基金支付模式，特別是上海市的總額預(yù)付模式，提出完善泉州市城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金支付體系的建議。關(guān)鍵字：泉州市城鎮(zhèn)職工基本醫(yī)療保險(xiǎn)基金支付IAbstractT
